Thomas P. Golden is the Associate Director of the Yang-Tan Institute, and a Co-Project Investigator of the NYS PROMISE. As lead for the Cornell team Thomas oversees all Cornell personnel, subcontractors, and leads statewide capacity building efforts, which includes coordination of project training and technical assistance. In addition he is a member of the core management team, and works closely with the RFMH and Statewide Steering Committee to monitor project implementation and progress. Thomas' practice, teaching, research, and scholar has focused across three primary issues: social insurance policy (including work incentive provisions, vocational rehabilitation, and employment supports) and its relation to return to work and greater economic independence for individuals with disabilities; transition planning for secondary education students with disabilities; and organizational development and systems change with an emphasis on facilitating inclusive communities.

Andrew Karhan is the Director of Employment Policy for the New York Employment Services System (NYESS), and is the Project Director for the NYS PROMISE initiative. Andrew serves the primary conduit between the PROMISE federal partners, and the NYS PROMISE partners, and is responsible for monitoring and managing the overall implementation of the initiative. Andrew oversees the overall efforts of the Core Management team, the Steering Committee, as well as the Stakeholder group. Andrew's career has been centered on the development of and advocacy for competitive employment opportunities for individuals with disAbilities. To this end, Andrew has focused his energy's on assisting organizations in developing their internal culture, and shaping the external environment to ensure that individuals with disAbilities are afforded meaningful, and culturally valued opportunities.

Arun Karpur, MD, MPH is a Research Faculty at Cornell University's Yang-Tan Institute in New York City and is Co- Investigator/Research Director in the NYS PROMISE. In his role as the Research Director of the NYS PROMISE, Arun is leading the efforts on conceptualization and research and evaluation. Arun's research focuses on three distinct, but inter-related areas of studying effective strategies to improving transition to adulthood outcomes for youth with disabilities, examining the role of employment and community engagement in eliminating health and health disparities among people with disabilities, and studying effective approaches to poverty elimination and community inclusion of people with disabilities in international settings. Arun specializes in quantitative methods, program evaluation and impact assessment.
